Blessing of Security
Shaykh Alee bin Abdur Rahman Al Hudhayfee [(Safar 26, 1424 (April
16, 2004)]

All praise is due to Allaah, Lord of all the worlds. Peace and blessings be upon
the Messenger, his household and companions.
Fellow Muslims! Remember Allaah's uncountable blessings upon you. Thank Him for
the blessings of Islaam which is the greatest blessing. It is by showing
gratitude to Allaah that blessings are retained and favours are obtained.
Dear brethren! Know that the blessing of security is an integral part of Islaam.
Islaam and cannot be practised as it is due without security. Allaah says,
"Allaah has promised those among you who believe, and
do righteous good deeds, that He will certainly grant them succession to (the
present rulers) in the earth, as He granted it to those before them, and that He
will grant them the authority to practice their religion, that which He has
chosen for them (i.e. Islaam). And He will surely give them in exchange a safe
security after their fear (provided) they (believers) worship Me and do not
associate anything (in worship) with Me. But whoever disbelieved after this,
they are the (rebellious, disobedient to Allaah)."
(An-Noor 24:55)
At-Tabaree narrated in his Tafseer on the authority of Abul-'Aaliyah who said,
"The Prophet spent ten years in fear calling to the way of Allaah secretly and
publicly. He was then commanded to migrate to Al-Madeenah. He, along with his
companions remained there in fear with their arms with them all the time. A man
among his companions asked him, 'When are we going to live in safety and lay
down our arms?' The Prophet answered, "Very soon, a man among you shall sit in a
huge gathering in which there will be no iron. [He will feel a sense of security
so much so that] he will sit down keeping his legs drawn up and wrapped in his
garment." It is on this occasion that Allaah revealed the above verse.
Allaah also explains that prayers cannot be completely and safely performed
except in a safe situation. Allaah says,
"Guard strictly (five obligatory) the prayers
especially the middle prayer (i.e. the best prayer - 'Asr). And stand before
Allaah with obedience. And if you fear (an enemy), perform prayer on foot or
riding. And when you are in safety, offer the (prayer) in the manner He has
taught you, which you knew not (before)."
(Al-Baqarah 2:238-239)
Allaah also says,
"When you have finished the prayer, remember Allaah
standing, sitting down, and (lying down) on your sides, but when you are free
from danger, perform the prayer. Verily, the prayer is enjoined on the believers
at fixed hours."
(An-Nisaa 4:103)
It is also impossible to collect the Zakaah of farm produce and livestock in the
absence of security and a Muslim community under their leader. Equally, fasting
in the month of Ramadaan cannot be commenced or ended without the sighting of
the moon. The Messenger of Allaah said, "Commence fasting when you sight the
moon and end fasting when you sight it." This hadeeth implies that it is
necessary that the Imaam approves the sighting and thereafter inform the
Muslims. This cannot happen in the absence of security.
Hajj also cannot be performed if there is no security. Allaah says,
"Then if you are in safety and whosoever performs the 'Umrah
in the months of Hajj, before (performing) the Hajj, (i.e. Hajj-at-Tamattu' and
Al-Qirān), he must slaughter a Hady such as he can afford."
(Al-Baqarah 2:196)
The Islaamic legal punishment cannot be implemented and the mischievous
criminals can never be reined in if there is no security, for the implementation
of this demands that the leader possesses power and authority over the
community. Allaah says,
"Those (Muslim rulers) who, if We give them power in
the land, (they) enjoin Iqamat-as-Salāt. (i.e. to perform the five compulsory
congregational Salāt (prayers) (the males in mosques)) to pay the Zakāt and they
enjoin Al-Ma'rūf (i.e. Islāmic Monotheism and all that Islām orders one to do),
and forbid Al-Munkar (i.e. disbelief, polytheism and all that Islām has
forbidden) (i.e. they make the Qur'ān as the law of their country in all the
spheres of life). And with Allaah rests the end of (all) matters (of
creatures)."
(Al-Hajj 22:41)
Dear brethren! If the Muslim reads the texts of the Qur'aan and the Sunnah
carefully, he will realize that security is an integral part of Islaam. The
Messenger of Allaah told 'Adiyy Ibn Haatim when he led a delegation to him, "Adiyy!
Have you been to Al-Hirah?" I said, "I haven't been to it, but I was informed
about it." He said, "By Him in Whose Hand is my soul, the religion shall prevail
so much so that you will certainly see that a lady in a Howdah traveling from
Al-Hira will (safely reach Mecca and) perform the Tawaf of the Ka'ba, fearing
none but Allaah." Allaah's Messenger then added, "The treasures of Khosrau will
be opened (and taken as spoils)." I asked, "You mean Khosrau, son of Hurmuz?" He
said, "Khosrau, son of Hurmuz; and if you should live long, you will see that
one will carry a handful of gold or silver and go out looking for a person to
accept it from him, but will find none to accept it from him. 'Adiyy added:
(later on) I saw a lady in a Howdah traveling from Al-Hirah till she performed
the Tawaaf of the Ka'ba, fearing none but Allaah. And I was one of those who
opened (conquered) the treasures of Khosrau, son of Hurmuz. And by Him in Whose
hand is my soul, the third prophecy shall come to pass because it was Allaah's
Messenger who made it."
Brethren in faith! The religion of Islaam is connected to safety. People's
welfare is based on safety. Exchanging of benefits, commercial progress,
investments, constructions, safety of roads and increase in developments are all
based on security. Allaah reminds the inhabitants of the sacred city when He
says,
"Have they not seen that We have made (Makkah) a secure
sanctuary, while men are being snatched away from all around them? Then do they
believe in falsehood and deny (become ingrate for) the Graces of Allaah?"
(Al-'Ankaboot 29:67)
Dear brethren! We should remember that among the uncountable favours with which
Allaah endowed this country is security that is often cited as the model.
However, this country is put to test these days by actions of few elements who
have adopted ideologies that go against the teachings of the Qur'aan and the
Sunnah. These elements revolted against the community of the Muslims and their
leaders. They disobey Allaah and His Messenger while they have been commanded to
obey. Allaah says,
"O you who believe! Obey Allaah and obey the Messenger
and those of you (Muslims) who are in authority."
(An-Nisaa 4:59)
The Messenger of Allaah said, "The Muslim must hear and obey in all that he
likes or dislikes, except if he is commanded to do what is sinful." (Al-Bukhaaree
and Muslim)
These revolters also disobey their parents and caused disunity among the
Muslims. The Messenger of Allaah said, "He who dissents from the community of
the Muslims for an inch has renounced Islaam." (Aboo Daawood)
Brethren in Islaam! The greatest type of blindness is to go astray after having
being guided. These revolters have committed heinous actions and perpetrated
greatest sins that serve none but the enemies of Islaam. Their actions have
seriously harmed the religion and the society. This is because; they shed
innocent blood and killed security whose lives are inviolable. We beseech Allaah
to accept the killed security men as martyrs and elevate their ranks in the
blissful Paradise for the service that they rendered to their nation. We also
beseech Allaah to extinguish the crisis of the revolters and save the Muslims
and the Muslim countries from their evil deeds.
We however thank Allaah that the evil deeds of these individuals do not have
effect the security of this country. This society along with its scholars and
leaders stand united against every deviant ideology and against every enemy who
lies in wait for this county either from within or from outside. We are doing
this in obedience to the injunction of Allaah that says,
"And hold fast, all of you together, to the Rope of
Allaah (i.e. this Qur'ān), and be not divided among yourselves."
(Aal 'Imraan 3:103)
And His saying,
"Help you one another in virtue, righteousness and
piety."
(Al-Maaidah 5:3)
We are therefore, urging all to stand united in the fight against these sinful
terrorist acts and nip it in the bud. It is an obligation to inform the
authorities about planned similar acts if they any is known. Failure to do so is
tantamount to betraying Allaah, His Messenger and the Muslims. We are equally
calling on the adopters of these deviant ideologies to turn to Allaah in
repentance and to go back to the right path. Let then not follow anyone in his
error whoever he may be.
They should rather seek the correct knowledge from the Qur'aan and the Sunnah
and they should ask the scholars of things that are not clear to them, so that
they can guide them to the right path and remove ambiguities from their minds
through the word of Allaah and that of His Messenger. Let them beware of these
heinous acts through which innocent souls were killed and protected properties
were destroyed. Allaah's Messenger said, "The extermination of this world is
lesser in seriousness with Allaah than the murder of a Muslim."
We are also calling upon these revolters to rather thank Allaah for the
blessings of security, for being ingrate leads to the withdrawal of the
blessings. Let them remember the innumerable blessings which Allaah endowed upon
this country and let them know that revolting against the leader leads to all
evils of this world and the Hereafter. Allaah says,
"O you who believe! Obey Allaah and obey the Messenger
and those of you (Muslims) who are in authority."
(An-Nisaa 4:59)
Fellow Muslims! Fear Allaah as He should be feared and seek nearness to Him with
things that please Him. Allaah says,
"O you who believe! Answer Allaah (by obeying Him) and
(His) Messenger when he (peace be upon him) calls you to that which will give
you life, and know that Allaah comes in between a person and his heart (i.e. He
prevents an evil person to decide anything). And verily to Him you shall (all)
be gathered. And fear the Fitnah (affliction and trial) which affects not in
particular (only) those of you who do wrong (but it may afflict all the good and
the bad people), and know that Allaah is Severe in punishment."
(Al-Anfaal 8:24-25)
Al-'Irbaadh Ibn Saariyah narrated, "Allaah's Messenger gave us a sermon that
frightened the hearts and made the eyes shed tears. I said, 'O Messenger of
Allaah, it sounds like a farewell sermon, admonish us.' The Messenger of Allaah
thereupon said, 'I admonish you to fear Allaah and hear and obey [your rulers]
even if it is a slave that has made himself a leader over you."
